Overview
The Bryan County Board of Commissioners enacted a transportation impact fee for properties located within unincorporated areas of North and South Bryan County. The South Bryan Transportation Fee became effective April 1, 2019. The North Bryan Transportation Fee became effective January 1, 2026. Any person applying for a permit for the construction of a new commercial, residential, or industrial building, including buildings for non-profits, is required to pay the transportation impact fee prior to issuance of a building permit.

Capital Improvement Element
In order to enact transportation impact fees, the County must adopt a Capital Improvement Element ("CIE"), which is an element of the Comprehensive Plan. The County adopted the CIE in 2018, and the County has subsequently amended the CIE three times. The CIE identifies the Capital Improvement Projects, Transportation Impact Fee Projects, and anticipated Schedule of Improvements for the Transportation Impact Fee Projects. The County is required to submit an annual report to the Department of Community Affairs. Annual reports may be accessed via the subpage.

Transportation Studies
As part of the transportation impact fee program, the County prepared traffic studies for South and North Bryan. These studies provide the baseline data for the Capital Improvement Program and Capital Improvement Element. The 2016 South Bryan County Traffic Study was recently updated in preparation for the overall update to the South Bryan Transportation Impact Fee Study that is currently being prepared. The County anticipates completing this update by the end of 2026.

Forms
Transportation Impact Fees must be paid prior to the issuance of a building permit. For property owners or developers contemplating a project, such as an individual home, installation of a manufactured home, or development of a commercial/industrial project, you may apply for a Certification of Impact Fee and/or Certification of Impact Fee Schedule. This certification is valid for 180 days from the time it issued by the County. During this certification period, if the County adopts a new transportation impact fee schedule, the County will honor the schedule and/or fee identified in the certification, even if it is less than the more recently adopted transportation impact fee schedule.
