Overview
The South Bryan Transportation Impact Fee has been in effect since April 1, 2019. The Transportation Impact Fee is collected for all new building construction projects located in unincorporated South Bryan County. The boundaries are identified on the Impact Fee District Map. You may also consult the County's GIS Map, which includes a South Bryan Transportation Impact Fee boundary layer. The Transportation Impact Fees collected in South Bryan are used only for identified transportation impact fee projects located in this area and are calculated based on the adopted fee schedule. Property owners/developers may apply for a Certification of Impact Fee and/or Certification of Impact Fee Schedule. Once a certification is issued, it is valid for 180 days. During this time, the transportation impact fees and transportation impact fee schedule subject to the certification remain in effect even if the County adopts a new impact fee schedule.
For individuals constructing a single family residence or installing a manufactured home in South Bryan, the Impact Fee Submittal Sheet should be submitted with the residential building/manufactured home permit application if the owners are requesting the County determine if the property is exempt from Transportation Impact Fees due to a residential building/manufactured home being previously located on the site prior to April 1, 2019.

South Bryan Transportation Impact Fee Projects
The five transportation impact fee projects are:
- Belfast Keller/Belfast River Intersection
- Harris Trail/Belfast River Intersection
- Port Royal/Harris Trail Intersection
- SR 144/Ft. McAllister Intersection
- Harris Trail widening
The County has completed the Belfast Keller/Belfast River Intersection and Harris Trail/Belfast River Intersection. Preliminary design work has started on the Port Royal/Harris Trail Intersection and as part of the widening of Harris Trail, the County has started design work for intersection improvements at Timber Trail and Harris Trail.
Updated Impact Fee Analysis
The County prepared an Impact Fee Analysis in 2018, and the County has started the process to update this study. A new transportation study has been prepared, which will be used in the updated impact fee study. The County anticipates the updated study will be completed by the end of 2026. During this process, the County's Impact Fee Steering Committee will be meeting, and public hearings will be conducted by the Board of Commissioners. The Community Development staff will publish updates and post meeting notices on the County webpages throughout 2026.

Economic Development Exemption
The Board of Commissioners voted (Resolution) to temporarily suspend the economic development exemption effective January 1, 2026, while the South Bryan Transportation Impact Fee Study is being updated. During the time this exemption is suspended, transportation impact fees for South Bryan projects will not exceed the maximum amount identified in Exhibit A..
