Bryan County Emergency Operations Center (EOC)
The Bryan County Emergency Operations Center (EOC) is the command hub during emergencies and natural disasters. Coordinated by the Bryan County Emergency Management Agency (BEMA), the EOC leads the county’s response efforts in collaboration with other departments and partner agencies. It ensures resources are deployed efficiently and that vital information reaches both the public and emergency responders.
The Emergency Operations Center (EOC) scales its activation based on the size, scope, and complexity of an incident. As an event escalates, additional staff and resources may be activated to coordinate response, manage resources, communicate with the public, support elected officials, and request outside assistance.
Levels of Activation

Level 3 (GREEN) – Normal Operations
Day-to-day monitoring. BEMA tracks events and reports to the appropriate responders as needed. Includes 2 Operational Conditions:- OPCON 5 – Preparedness Activities
- OPCON 4 – Enhanced Monitoring

Level 2 (YELLOW) – Partial Activation
ESF coordinators and BEMA staff are activated. This level is used when an event is anticipated that may require additional coordination of resources and response efforts. Operational Conditions that can occur during this time:- OPCON 4 – Enhanced Monitoring (continued)
- OPCON 3 – Alerting & Strategic Planning

Level 1 (RED) – Full Activation
All ESFs and support stakeholders are activated. Staffing may include 24-hour operations with all general ICS positions filled, as well as subject matter experts from agencies and partner organizations. - OPCON 2 – Readiness & Staging
- OPCON 1 – Final Staging
