Encroachment Permits Generally 

All work performed in the County right-of-way requires a permit.  You may now apply for an encroachment permit through our online portal.  Encroachment permits include installation of culverts, driveways, and utilities.  No work is allowed in County right-of-way until a permit has been approved.

Encroachment permits are $35 for residential driveways and residential culverts.  Commercial driveways and culvert encroachment permits are $100.   For utilities, there is no fee.  Permits are generally reviewed within two weeks of submittal by the Public Works Director and Engineering Director.  If you are installing a culvert for a driveway for a residential lot within a major subdivision, you do not need to apply for a separate culvert permit as long as the required information is provided on the residential site plan.  

After you have completed the identified work, Public Works and/or Engineering will inspect the site to ensure the site has been returned to pre-disturbance conditions.

Service Delivery Area Encroachment Permits

Bryan County, Pembroke, and Richmond Hill have updated their Service Delivery Strategy.  Pursuant to this Agreement, the following roads, or portions of, are identified as County Roads and any work within these roads requires a County Encroachment Permit.

  • Harris Trail
  • Warren Hill
  • Belfast Keller
  • Belfast River 
  • Ashbranch
  • Harn
  • Port Royal
  • Seascape
  • Brisbon Road

To determine exact portions of these roads maintained by the County, you may access the North and South Bryan County SDS Road Maps.

As part of the Encroachment Permit review process, the Engineering Director will evaluate the request and may require a Traffic Impact Assessment.  If your project is a major subdivision or commercial/industrial project, you should consult with the Engineering Department about the need for a Traffic Impact Assessment prior to submitting your encroachment permit.

Belfast Keller Corridor

The Belfast Keller Corridor is a special transportation planning area for Bryan County and Richmond Hill.  Curb cuts are limited to approved locations based on the approved Belfast Keller Corridor Access Management Plan.  Prior to designing any project located along this Corridor, property owners/developers should consult with Richmond Hill and the Bryan County Engineering Department.

Old Cuyler Road Corridor

The Board of Commissioners passed a Resolution on February 13, 2024, notifying all property owners/developers with planned projects along or in proximity to Old Cuyler Road of transportation improvement requirements.  If you have a planned project in this area, contact the Engineering Department to discuss these requirements.
